Here is what we will be making:

Tools needed:
Paint Shop Pro 7 or up.
Supplies here. *A special thank
you to Mar for the use of your tubes for this tutorial!*
Extract the gold gradient to your gradients folder.
Open a new image 500 x 500 transparent.
Open the tubes provided.
Arrange them rather closely together, similar to the screenshot.

Layers>merge visible.
Duplicate your layer several times, move your ornaments around to cover ALL the
transparency so none of it shows through.
Hide Raster one.
Now, merge all visible layers.
Effects>Texture Effects>Mosiac Antique, see screenshot.

Unhide Raster 1 and floodfill with the gold gradient provided, angle 45 and
repeats to 0.
Go back to your merged layer (mosaic) and lower the opacity to 80%.
Again copy and paste your tubes and arrange them the way you like them.
Merge just these 3 tube layers.
Take your selection tool, set to rectangle and draw out a rectangle toward the
top of your tag.
Add a new layer and floodfill with your gold gradient.
Lower the opacity of this layer to 75 or so, and selections>select none.
Grab your text tool, vector checked, stroke 1 and size to whatever you would
like (depending on what you are typing in your gold block you just created). Set
your foreground to #7F1B0F and your background to the gold gradient with the
same settings we have been using.
Type out your text and center it in the gold rectangle, then convert to raster
layer.
Duplicate your merged tube layer (the one you just made) and go to
image>resize>70% all layers UNchecked, bicubic checked.
Image>mirror and place this layer under
your rectangle layer. With your mover tool, move this copy to about where
you see it in my tag.
Go to your top layer.
Again grab your text tool with the same settings and colors that you used and
type out your name if you wish.
Image>rotate 90% left, all layers UNchecked, move it over under your 2nd
tube and stretch your text to your liking.
Layers>convert to raster layer.
Now this looks pretty hard to look at so we will add some drop shadows to give
it some depth.
Use the same drop shadow settings on your 2nd merged tube layer, copy of merged
tube, your rectangle layer and
both of your text layers. The settings I used are below.

Add a layer at the top for your watermark.
Now, merge all>flatten.
Image>resize>80% all layers UNchecked. There will be transparency
around your tag.
Add a layer and drag it to the bottom.
Flood fill this layer with #55160D.
Go back to your merged layer and repeat the same drop shadow; apply a 2nd time
with V & H at 1.
Back to layer 1 and Effects>texture effects>blinds with the following settings:

Layers>Merge all>flatten.
Image>add borders>symmetrical>3, color white.
Grab your magic wand, tolerance at 0 and tick your border.
Now fill with your gold gradient.
Without deselecting, Effects>inner bevel>angle preset.
Selections>select none.
Image>resize to your liking, all layers checked.
Save as a .jpg and you're done!
